How to solve problems relating to failure in accessing Temp Folder: C:\Users\Username\AppData\Local\Temp?

I'm running Windows 8.1 64 Bit. For about two weeks now I've been having problems with many of my program which seem to have been caused by failure to access the Temp Folder ( C:\Users\Username\AppData\Local\Temp) for lack of permission or something.

Some of the problems are below:

  1. When Opening Microsoft Word: "World could not create the work file. Check the temp environment variable."

Microsoft Word also can no longer print. When I check the message on printer dialogue box everything seems normal. The printing process starts and the files being printed are shown. But no papers are actually being printed.

  1. When trying to update JDownloader: "Insufficient permissions to install C:\User\Username\AppData\Local\JDownloaderv2.0\temp\update\self\JDU\JDownloader.jar (The file or directory is corrupted and unreadable)."

  2. Nitro PDF plugins in Microsoft Word (to convert Word files to PDF) stop working

  3. Windows Update won't update. Can't even access Windows Update from Control Panel. When I click on the icon, windows explorer hangs.

When I try to troubleshoot Windows Update using the troubleshooting wizard in Control Panel, I get the following error message:

"An unexpected error has occurred. The troubleshooting wizard can't continue."

  1. Bitdefender Internet Security 2015 can not update. Shows the following error message: "Update encountered an error (error code: -100). If the problem persists please contact support for a resolution."

There are a few more problems (either with the program listed above or other program, such as Chrome and ACDSee Pro 7) that arose due to the Temp Folder permission issue. But I feel that I've listed enough examples. I've searched many forums but couldn't find any topic that specifically address this issue.

Most fixes that I tried either worked only temporarily or didn't work at all.

Fixes that I've tried:

  1. Use CCleaner to clear the Temporary Files and other junk files in the System (Windows) and also in Applications (such as Microsoft Word, Chrome and other programs). This used to work temporarily but now no longer. At first, after I run CCleaner, the problem disappears. I can update Bitdefender and open Microsoft Word with no error message. When the problem appears again, I repeat the process (run CCleaner) and everything is back to normal. This repetitive process went on for many days and was the only way to keep my computer running normally. But now this no longer works.

  2. From CMD, run this: sfc /scannow. Verification only completed at 1%, then I get this error message: "Windows Resource Protection could not perform the requested operation."

  3. From CMD, run this: Dism /Online /Cleanup-Image /Scanhealth. Get error message

  4. From CMD, run this: Dism /Online /Cleanup-Image /Restorehealth. Get error message: 1392

  5. From Control Panel, I tried to change my environment variables. These are my user variables values:

TEMP = %USERPROFILE%\AppData\Local\Temp

TMP = %USERPROFILE%\AppData\Local\Temp

That's all I can think of at the moment. If I remember other methods I've tried I'll edit this question again.

Any help is much appreciated. I'm at a total lost now. Thanks in advance for all.
