Windows 8.1 gives the 0xc000000e error, and I'm unable to get into the command prompt

I read the threads concerning this error prior to posting this question, they seem to suggest that you run a DOS command to fix the problem; my problem is I can't boot into DOS. What am I missing? I just went out and bought another MB, figuring if can't boot this one I'll just install the new board; I don't want to do that.

My OS is installed on an SSD, I also have the UEFI bios, on the ASUS Z87-PLUS board; I'm running Windows 8.1.
