Cannot update or download Chrome

I run Win 7 64 and use Chrome as my usual browser. It got out of date and impossible to update, due to inconsistent Google update group policy settings. I finally deleted it, tried to reinstall, but it stops everytime, telling the same thing about inconsistent etc... I checked regedit, where after clicking on policy, chrome, update, that is what I find :

default                           REG_SZ              value not set

So, don't have Chrome anymore, and cannot install it. The file downloads, but installing stops after a few seconds, and a sign appears saying : "chrome cannot update due to an inconsistent update group policy settings", even though it is a new download. I am petty sure there is some thing wrong in the registry, so I looked, and copied it above. What prevents me from installing? How can I get the old Chrome totally removed so a new one can be installed? In the three lines I copied, there must be something wrong, a 0 instead of a 1, or something. I am scared of changing something and messing up the computer. I tried to install using the offline installer, using the 64bits, using the 32, it always gets the same message.

What should I change to be able to download a new version?
