Windows 7 can't write to root of non-system drive

I have my C: drive which is an SSD, and an F: drive which is a 500GB hard drive.

I cannot write to the root of the hard drive, unless elevated as an administrator. The error code is: 0x80070522: "A required privilege is not held by the client.".

I've tried taking ownership of the drive as well as granting "full control" permissions, to no avail.

It might be of interest that the drive used to be the root of a windows install, and has NOT been formatted since. Copying all the data to another location and re-formatting the drive is not really an option at the moment.

Is there any way I can force Windows to allow writes to the root of this NON-system drive?

By the way, please don't suggest disabling UAC.
