New Win10 PC cannot access Seagate NAS share

I'm deploying a new Dell Windows 10 PC and it is unable to access our Seagate Personal Cloud share.

If I open Network in File Explorer I see the device listed under "Computer" as well as under "Storage". If I double-click the storage entry, it opens the web interface as expected.

If I double click the computer entry, or try to access \\storage\, I get

Error code: 0x80070035 The network path was not found

I can ping storage and it resolves properly. If I try to access \\x.x.x.x\ I get

Error code: 0x80004005 Unspecified error

If I try net use I get

System error 58 has occurred.

The specified server cannot perform the requested operation.

This PC is fully up to date. My workstation (and many others, including one of the exact same model only a couple weeks old) which have the same version of Windows are able to access the share. I had a similar issue before and I had to modify the local Lanman Workstation Policy to "Enable insecure guest logins". It did not fix the issue on this PC. I have also tried a few other things including enabling netbios explicitly (instead of using DHCP server setting) and a couple other things I can't even remember. Nothing has worked.
