VM in virtualbox not working

I get a message when I run a VM in VirtualBox.

Failed to open a session for the virtual machine MicroXP.

Not in a hypervisor partition (HVP=0) (VERR_NEM_NOT_AVAILABLE).

VT-x is disabled in the BIOS for all CPU modes (VERR_VMX_MSR_ALL_VMX_DISABLED).

I understand this is trying to tell me that I have virtualization off, and I have it on. I also am on a Surface Pro 7 and there is no way to turn it off without knowing you did.
