Computer Rebooting Constantly on Attempt to Download Windows 10

I'm trying to make a new computer using used parts. The motherboard and CPU were working and transferred successfully. The 2 HHDs used were cleaned through another computer by formatting it in Windows 10. However, upon putting everything together and getting the ISO files on a USB stick, the computer seems to be in a constant cycle of rebooting.

I tried doing various things like factory resetting the motherboard and reinstalling the ISO. The cables are also unlikely to be the issue as I changed the hard disk drive cables twice. At one point, I got this error message:

Windows failed to start. A recent hardware or software change might be the cause. To fix the problem:

1. Insert your Windows installation disc and restart your computer.
2. Choose your language settings, and then click "Next."
3. Click "Repair your computer."

If you do not have this disc, contact your system administrator or computer manufacturer for assistance.

I am not sure what to do right now, so any help would be appreciated.
