Oracle VM not running Windows 10

This is my first time using a VM and I have just a basic understanding of VM's. My problem is when I try and run Windows 10 32-bit off of Oracle VM, this error pops up:

Failed to open a session for the virtual machine 10.

Not in a hypervisor partition (HVP=0) (VERR_NEM_NOT_AVAILABLE).

AMD-V is disabled in the BIOS (or by the host OS) (VERR_SVM_DISABLED).

I installed the .iso file from the Microsoft website and I have tried changing settings on the VM but nothing seems to change. Any help is appreciated.
