setupapi.dev.log file not updating

This file does exist in my windows 10 pro install at C:\Windows\Inf\ however it doesn't seem to be updating. At best it contains 'hours' old information - sometimes.

I'm trying to trace an issue with a USB driver sometimes not loading for a USB hub. From what I can understand of the documentation about the setupapi.dev.log file, this should log on all USB device inserts - is that correct?

I have set the registry key HKLM\Software\Microsoft\Windows\CurrentVersion\Setup\LogLevel to 0x8000FFFF.

Is there any other configuration I should do or have I misunderstood the relationship between setupapi.dev.log and usb devices?
