Remote Access Connection Manager issue on a Windows 10 machine

Long story short, it seems there is unknown issue with my RasMan service. On system start when i go to Services - Remote Access Connection Manager - right click - start,stop,restart are all greyed out.

I use a lot of VPN connections (Windows-built-in, OpenVPN, OpenConnect, Forti, barracuda, VPN Access Manager) and i believe RasMan to be the root to the issues that started a few weeks ago (the issues to be unable to connect to any Windows-buit-in vpn after disconnecting from one of the others Windows-built-in vpns). This doesn't happen systematically (meaning sometimes i am able to connect-disconnect for a dozen times and sometimes i have to restart PC after single connect-disconnect) and i can't figure out any details.

I tried this:

Open task manager, go to services, find RAS, and right click. Select "go to details" and it will bring you the correct svchost.exe process. End the task; this will stop the service. Now, go back to services and start RAS manually.

But it doesn't work very consistently... Found articles from July 2019 that stated there is a RasMan bug in Windows update (though i cant confirm this is my issue) https://www.techradar.com/news/latest-windows-10-update-has-a-bug-that-kills-vpn-connection

I turned on RasmanLogging and there i found two fails which i will post and am ready to post more detailed report (or any other log) if it might be useful:

-- DeleteEntriesOnlyInHiddenPhonebookFile : WritePhonebookFile failed with 0

-- StringCchCopy failed due to error 0x8007007a

In the Event Viewer the error is either 720 or 1168.

In Windows message is: 'Element not found' or 'Can't connect to...'

And also i lose internet connection (can't figure out why) but found out that disable - enable WAN Miniport (IP) resolves that.

Tried reinstall all WAN Miniports from Device manager - no change.

There is the possibility to be some of the VPN's settings but can't really dig any deeper. And i can't communicate with VPN admins. System restore is not an option.

I found some regedit suggestions or group policy edit suggestions (in the linked article above) but wanted to ask here first before taking such measures: anyone experienced similar issues and was able to resolve? (not in the same environment but any ideas would be appreciated)

My system is Windows 10 pro and is up to date as well as my drivers (Acer ES1-533). I am only user on the PC and log in as an Administrator. I use No additional security programs and Firewall on/off doesn't seem to matter. I use only WiFi. May be should test with cable?
