Windows update from 1803 fails with 0x8007042B - 0x2000D SAFE_OS phase during MIGRATE_DATA operation

I am updating a Windows 10 PC from 1803 (to the latest OS which is 1909) and it's failing with this error:

0x8007042B - 0x2000D The installation failed in the SAFE_OS phase with an error during MIGRATE_DATA operation

It fails the same way each time, pretty much down to the time intervals between the various errors in the setup log.

So far I've tried the following:

• uninstall third party anti virus
• run various dsim and sfc commands, none of which reported any errors / corruptions
• performed a clean boot using msconfig (disable all non microsoft services and startup apps)

None of which makes any difference.

I think the interesting errors are timestamped at 2020-01-18 21:35:56 where it complains about a file not being found.

What's odd here is that the path to the plugin that appears to be failing:

is referring to D:\ drive, however this PC has no D:\ drive..\

Any ideas other than re-install windows?

This is a relatives PC and has some applications installed on it that the vendor wont provide a license key for (they have a cloud based subscription model now :( )

I've looked for details of the plugin CCSIAgent but the web is just full of error logs with a similar sort of update error.
