Unable to undervolt my core i5 430m

I want to undervolt my cpu for an old laptop acer aspire 5745g Cpu i5 430m 2.27

The cpu usage is almost always 100% and the fan is always working at high speed even after applying thermal paste.

Xtu cannot be installed due to error 0x80070643. Throttle stop doesnt have a fivr option. Does it really mean that i will never be able to do undervolting my cpu?
