Missing memory in linux ubuntu 16.04 system

I've been struggling with this problem for quite some time and am completely out of ideas. I have 8GB memory installed, but ubuntu sees only 3.2 GB.

I have swapped memory modules several times and tried different types of memory sticks, but the results are always the same. I cannot figure out what could be limiting the memory that is seen by linux despite the memory installed in the hardware. What am I missing?
