File Association not working Windows 7

I am trying to set default file associations for extensions so when a user opens a file with a particular extension, it opens with a specific application. If the User changes the default application for a file type it should reset when they log off and back on.

The issue I am having is that it does not seem to be reseting when they log off and back on. Or when a gpupdate /force is run.

GPO settings

Above is the extensions and programs that should open them. This policy runs at login and every 90 minutes roughly.

The paths are almost definitely correct.

It shows some successes and some failures with the error code Error Code: 0x80070005 which I determined to be an Access Denied error.

Why would some be fine while others get this error?

And the conclusion is that None of them worked at all, whether there were successfull or not. So I am unsure where to go from here.
