My Devolo WiFi and Bluetooth USB adapters both stopped working

I have a Devolo WiFi stick with 802.11ac connection. As of yesterday, it stopped working. It can still see the various connections in the area, but gets stuck on "checking network requirements" before giving up.

I also have a Bluetooth USB adapter. It worked perfectly until yesterday too. Now, my PC has no Bluetooth options whatsoever. I can't even find it in Device Manager anymore.

Some back story: -I bought the Devolo because the WiFi card connected into my motherboard stopped working, with basically the same issue, over a year ago. -I also have a TP-Link Powerline adapter. I can always use the internet through this, though it is slow. -The day before yesterday, my ISP was having issues in the area. WiFi stopped working at that point. So I disabled my Devolo to use the Powerline, but noticed my old, previously defunct WiFi card was suddenly working again. -I much prefer the Devolo to the original WiFi card, as I get much higher speeds with it.

So as of now, I'm using the original WiFi card, but it's considerably slower than the Devolo. The Bluetooth option disappearing is a more pressing issue.

Also in trying to fix the issue, I checked Windows Update and noticed an error preventing me from running it. "Feature update to Windows 10, version 1803 amd64 2019-04 - Error 0x80070002". I haven't been able to fix this either.
