Broken partition causing Windows to be unable to find the boot files?

My Windows 7 64-bit PC won't boot, probably because some sort of partition error. Windows Boot Manager reports that an error occurred while attempting to read the boot configuration data Status:0xc000000f.

I don't have the installation or license key. From inspection with TestDisk I noticed that unexpected I/O error in context with $Bitmap. How can I boot Windows 7 PC to be completely functional again?
