Octave doesn't start " (0xc0000142) error"

After i installed Octave, when I open it gives me error like "the application was unable to start correctly (0xc0000142), click OK to close the application" i have tried the following thing to fix this problem.

1. sfc /scannow
2. regestry edit
3. compatability test
4. replaced all the bin files from a seprate download

but nothing seems to fix the issue, can anyone suggest anything to remove this dll issue.
