Set Background image and icons in windows 7

I have spent some time reading and apply all answers for setting a background picture and text color for windows 7 explorer, none of them work except the icon.

I have set folders to system using cmd, and looked up a range of codes and suggestions. I know this has been anwsered before but nothing has worked for me. The icon is showing for the folder; but no background image, so shows that the desktop.ini file is being called on.

I thought this old HP computer might have a blocking template?

The most recent code I am using is:
