Windows 10 Reset Error: 0x8007001F - 0x2000D

Hei there So I tried to reset my Windows 10 PC (because I couldn't install some programs and I also couldn't run the anniversary update) without keeping any data. I downloaded and installed the ISO file on my computer aswell as on an USB Stick. So I tried both ways to reset my PC. But every time the PC shuts off, reboots tells me that windows is being installed for 5 minutes. But a window pops up saying the older version of windows is being recovered. (Same error occured trying to install the anniversary update). When windows is back up again there is a message with the error code "0x8007001F - 0x2000D" saying something like "In the phase of SAFE_OS during the process of MIGRATE_DATA an error occured." I really don't know how to recover my machine at that point... Should I just delete the data from my harddrive and reinstall windows from scratch?
