The application was unable to start correctly (0xc0000005)

i'm getting this error on most of the software like (brackets, sublime etc). To get the brackets to work i have to uninstall the software and then install it again. Even then it stop working after i launch it 2nd time. other than that when save-file or open file dialogue-box is opened the desktop items don't show . The last thing that i noticed is that when i use the built in "snipping tool" of windows 7 it shows the same error (DTShellHlp.exe in this case).
