Windows 10 Version 1511 Wont Update to 1607 Error 0x800700005

For several Months now my WIN-10 computer has not been able to update itself from Version 1511 to version 1607. It makes the attempt each and every day, but fails with error code 0x800700005 and rolls back to version 1511. SFC and Registry Cleanup and rebuilds offer no solution. I am hoping someone has an answer, since this seems to be a fairly universal problem for some users. Here are the details

HP PAVILION ELITE e9237 DESKTOP PC 64 Bit, 8GB RAM 2TB DRIVE C: I Have Windows Version 10.0 PRO Build 10586 I have W10 1511 build 10586.753 (It wont update) I think I need W10 1607 build 14393.726 kb3216755 (for PRO?) or W10 1607 build 14393.729 kb4010672 (for PRO?)
