Application won't work 0xc0000142 and File Explorer Closes Immediately After Opening

I restarted my PC today only to find that it's really messed up after the Restart.

At first, it was not a Normal Restart. Disks were checked for errors and it took more than an hour. After that, the Restart was successful and I tried to open Chrome.

Chrome won't open, Atom won't open, Sublime Text won't open. Most applications won't open. It only shows:

The application was unable to start correctly (0xc0000142). Click OK to close the application.

I can not type anything in the Search Box. So, I can't go to Command Prompt. File Explorer closes automatically immediately after opening. So, I can not go to Control Panel as well. I can not do anything except searching for solutions using Mozilla (nothing else works). I can not even perform a Backup.

I am really hoping this problem can be solved without going for a Windows Setup. I have many important apps installed.

I would see if you can get anything to work in a Clean Boot. The error you're getting is often associated with trying to run something that requires compatibility mode to be enabled to run, but that shouldn't be the case here where these are pretty standard basic apps that used to work and now won't.

Is there anything specific you can recall doing just before things went nuts?
