Language Package not installing

I am getting a failed message when trying to download the dutch language package. I am going through the control panel > Clock,language and Region > Language. The windows update log is showing the following error:

First, if you have any 3rd party security app or firewall, please disable them to see if your issue can be fixed.

Since this issue can be caused by incorrect wu server, check registry key below:

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate

Remove the registry keys:

a. WUServer b. WUStatusServer

Then, reset Windows update components to see if it can help to fix your issue:

I also had this issue. My problem was that I was connected to the internet via wifi and for some reason my wifi connection was set as a metered connection. Windows won't download language pack over a metered connection. You can fix this by going to the connection properties:

network connection properties

and then turn metered connection off:

metered connection
