Unable to load sqlconf.dll

First time when I installed MS SQL server one of the frameworks was missing that is why after installing that framework I want to uninstall MS SQL server so I can install it properly this time but it is giving me this message continuously . PLEASE HELP ME IN FIXING THIS PROBLEM.
