How to fix this error when call cbc solver in python: The application was unable to start correctly

I download cbc from https://bintray.com/coin-or/download/Cbc#, and I also installed MinGW, but it still report an error. Anyone knows how to fix this? Thanks! Error message: The application was unable to start correctly (0xc000007b)
