System.Net.HttpListenerException (0x80004005): The process cannot access the file because it is being used by another process

when i use netstat -a command, can not find the port using by any process. but the error still exist. at System.Net.HttpListener.AddAllPrefixes() at System.Net.HttpListener.Start()
