Uploading Excel files causes error connection rest

There is an asp.net core API endpoint that accept a dto containing file as base 64 string

ImportDTO
{
    public string File{get;set;} // base 64 encoded file
}

when the request is send it take long time even if the file is very small (10 k bytes or less), request appear pending in (chrome => developer tools => network) after about a minute or less request fails When I tried to add any kind of file even larger files and rename its extension to xlsx it worked fine, I commented the logic in the action that import the excel file and it fail only if the file is excel file even if it is empty excel file, the info of server, iis version is :

That worked fine on more recent version of windows server 2016 for example, but don't know how to fix it in this server?
