Unable to install .NET Framework and IIS component (0x80240437)

I have tried to install .NET Framework and other IIS component on a Windows 10 PC via Control Panel > Turn Windows Features on or off. It got stucked at downloading required files then end up couldn't complete with error code 0x80240437. Tried offline installer instead, still the same error. Tried to search for solution online, most articles mentioned it's something wrong with Windows Update.
