Visual Studio can't load MySql.Data.EntityFramework

I'm trying to synchronize an old .net application with Visual Studio 2019.

However, I'm getting the error below when I try to open the ADO.NET

Error       Error 4: Could not load file or assembly 'MySql.Data.EntityFramework, Version=8.0.21.0, Culture=neutral, PublicKeyToken=c5687fc88969c44d' or one of its dependencies. I have MySQL Connector Net 8.0.21 installed. Also, I have MySql.Data version: 8.0.21.0 and MySql.Data.EntityFramework version: 8.0.21.0

I already reinstall the MySql.Data.EntityFramework, but it did not solve the issue. Any idea of waht is happening?
