.Net framework cannot install Object not found

I reset my PC to factory settings and deleted all files, everything works fine but when trying to run a program it tells me I need .Net framework, After trying to find a fix to the problem "0x80092004 — Cannot find object or property" I have resorted to coming here I really don't know what to do to fix this i have tried the

DISM /Online /Cleanup-Image /ScanHealth DISM /Online /Cleanup-Image /RestoreHealth

That did not fix it

Can provide any information needed I'm just clueless to this situation
