Windows Forms Application running on a windows 10 Tablet issue

I am hoping someone can help me with an issue I am having, I developed a windows form application, below is some information on the application.

target framework : .NET Framework 4.6.1
CPU : Any 
Configuration : Debug
prefer 32-bit : ticked

The problem i am facing is that When I run the application on any laptop it works perfectly fine, without any errors. Then I put the application on a windows 10 laptop the Fusion 5, However it just doesn’t seem to work, the error I get is an unable to load DLL error

I have tried to applicatins one in c++ and the other in c# ( hoping to get the c# version working), however that doesnt seem to fix it.

I am wondering if i need to set the CPU to the right one, to be able to use it, but not sure if that would fix the issue
