Cannot install the database engine services for Microsoft SQL Server 2017. Error on SqlEngineConifg_Action_configonrc_Cpu64

I am trying to install Microsoft SQL Server 2017 that was provided to me from school. However I keep getting an error that my database Engine Services do not get installed, it keeps hanging at one specific point.

Mainly the SqlEngineConfig_Action_configonrc_Cpu64. I tried reinstalling, firewalls off and everything. Even on different computers but always the same problem. I tried reading through the log but that does not help either the website provided does not also help me, because it does not actually exist.

Can someone help me with this? So far I have not been able to find the error online. And for some unknown reason, I seem to be the only one in my class with this problem.
