dotnet core 3.1 web api development sql connection fail on server

fail: Microsoft.EntityFrameworkCore.Database.Connection[20004]  An error occurred using the connection to database 'databaseName' on server 'domainName'. 

fail: Microsoft.EntityFrameworkCore.Query[10100]

I have developed a web api with dotnet core 3.1 on macbook. I used

Scaffold-DbContext "Connection String" Microsoft.EntityFrameworkCore.SqlServer -OutputDir Models

to connect to the existing database on a server. On local everything works fine with my debugs. I can connect remote database and can get data with existing connection string.

when i publish project to any server(windows or linux) i got the error that i wrote in the begining. I can telnet to db server with port number. i can reach database with any other appication from anywhere.

Whole error is below;

I found the solution by trying to connect db from remote server with python. I got an error doesn't look similar to this exception. It said open ssl configuration in server doesn't let lower than tls 1.2. So i reconfigure open ssl as 1.1 and it started to work.
