The required Active Directory Rights Management Service Client (MSIPC.DLL) is present but could not be configured properly

i have sharepoint 2016 integrated with rms server, at first i had some problems viewing documents on sharepoint, so i tried disabling irm on sharepoint, and i was able to view these documents, but now i want to re-enable the irm on the sharepoint, but it gives this error:

The required Active Directory Rights Management Service Client (MSIPC.DLL) is present but could not be configured properly. IRM will not work until the client is configured properly.

i have searched and found some solutions such as giving permissions on the servercertificate.asmx, but still neither of these solutions worked

I have also check the ULS Logs and i am getting these errors:

Information Rights Management 5823
Critical Information Rights Management (IRM): There was a problem while getting the license template issuer list after connecting to the Online RMS server instance. Error value: 0x80040214.

and this:

Information Rights Management 5144
Critical Information Rights Management (IRM): There was a problem while creating the generic issuance license template.  All issuance licenses for protected documents are constructed from a generic, base issuance license template.  Additional Data Error value: 0x80040214
