How to free port on server if system is the process that is running it without restarting server?

I am trying to run Windows Application Driver on a Windows 2016 server.

Previously, I ran it and had no problems.

Now when trying to run it I receive the following error:

C:\Program Files (x86)\Windows Application Driver>WinAppDriver.exe

Windows Application Driver listening for requests at: http://127.0.0.1:4723/

Address 'http://127.0.0.1:4723/' is already in use

Failed to initialize: 0x80004005

When looking up what process is running the port using the TCPView tool, I see that System is the process with a PID of 4.

I cannot taskkill process 4.

Restarting the server seems to fix the issue. How can it be fixed without restarting server?
