Windows + L SendKeys.Send("%{TAB}") Access is denied

I have a windows app (browser) that I wrote with c #, running Windows Server 2016 on a server. I have a code called SendKeys.Send ("% {TAB}") (pretends to press alt + tab from the keyboard). There is no problem when I login to the server but when I make windows + L from my laptop or when I disconnect from the server .net framework throws an error saying "Access is denied". I don't get an error when I try Windows 10 (even if I do windows + L), I think I get stuck in server security. Is there anyone have an idea? error details are as follows;
