Impossible to install Redistribuable Visual C++ Visual Studio 2012 on windows XP SP3

I am trying to install Redistribuable Visual C++ Visual Studio 2012 on windows XP SP3 computer but nothing happens when clicking on the vcredist_x86.exe file. I have checked the log file in %temp% directory, I can see the following errors :

[1914:0B7C][2019-11-21T09:23:53]: Error 0x80070490: Failed to initialize core.*

I have tried to do a sfc /scannow on the computer but it did not solve the issue. I have another computer with windows XP SP3 and I managed to install Redistribuable Visual C++ Visual Studio 2012 without any issue.

Do you have any idea about the source of the issue?
