SQL Server 2017 login failed by SSL provider

I have ASP.NET Core 2.2 application that is using Microsoft SQL Server 2017 (RTM-CU13) (KB4466404) - 14.0.3048.4 (X64) Nov 30 2018 12:57:58 Copyright (C) 2017 Microsoft Corporation Standard Edition (64-bit) on Windows Server 2019 Datacenter 10.0 <X64> (Build 17763: ) (Hypervisor)

Suddenly application went down for 1 hour yesterday. When i checked the log. I notice the error below

System.Data.SqlClient.SqlException (0x80131904): A connection was successfully established with the server, but then an error occurred during the login process. Based on log it looks like it has to do something with SSL Provider when applicttion tries to make connection with database. Is there any resolution so it does not happen again?
