Unable to fix this error. PermissionError: [WinError 32] The process cannot access the file because it is being used by another process

I am collecting the owner of the file, directories and sub directories in all the drives.

The below code navigates through all folders and sub folders and prints the path and owner of the folder or file.

The python program can scan some files but at some point it shows the error.
