Tutorial ASP.NET Core Identity: Cannot generate create database

I am using Visual Studio 2019 Version 16.4.0 Preview 1.0, .NET Core 3.0 .

I follow this tutorial https://docs.microsoft.com/en-us/aspnet/core/security/authentication/identity?view=aspnetcore-3.0&tabs=visual-studio#create-a-web-app-with-authentication

In CMD, I create localdb

First you don't have to create it manually... just run migrations and it will create it for you. You still have to apply migrations to create the tables.

Since you create it manually - there must be a discrepancy between what is in appsettings and the database name. there is no other reason!

Find file appsettings.json, the content is

change mssqllocaldb to v13.0 as what you named it.
