couldn't install msodbcsql while installing visual studio 2019(online)

I used to use visual studio 2012 ultimate in my windows 10, and then i'am suddenly facing problem with it which is(0xc0000022) then i decided to uninstall it and decide to install Visual Studio 2019 community.It install properly up to 80% but stuck after "msodbcsql" now i'm stuck at this problem please help.

i also tried to reinstall the software but nothing really happened
