is there is any way to fix vc redist 2015 it always fail

I'm trying to install visual studio 2019 But I've an issue may be with windows installation or visual studio , really I don't know

but every time visual studio give me this issue - "0x80096004 signature could't be found " and "Couldn't repair ...." for "Microsoft.visualcpp.redist.14"

I tried to install to install visualCpp redist far away from visual studio some time's it setup successfully even setup is succeeded visual studio gives an error in event viewer :
