Windows 2008R2, enabling TLS 1.1 and TLS 1.2 but neither work, any idea's?

This windows 2008R2 production server is patched up to date, but refuses to use TLS 1.1 or 1.2.

I have so far..

Enabled the protocols using the registry (CurrentControlSet/Control/SecurityProvers etc)

I have tried both 0x1 and 0xffffffff for "Enabled" and that makes no difference.

I have tried enabling all protocols and cyphers, just some, and only TLS 1.1 or 1.2.

When TLS 1 is enabled, it always uses that successfully but refuses 1.1 or 1.2

When ONLY TLS 1.1 or 1.2 are enabled, TLS fails completely, which suggests its not supported.

I have also used the IISCrypto.exe tool from NARTAC, which is great, let's met set/remove, applies the changes to the registry correctly but still won't work.

I have enabled SCHANNEL logging but that's going nowhere fast. When ONLY TLS 1.1/1.2 was enabled there was nothing logged.

I've checked through all the hot fixes installed to see if I've missed any, and I haven't.

I've been working on this for about a week, I can only reboot it overnight and that's slowing things down, and I can't run wireshark on it because that would need pcap installing and that would conflict with the AV and so on.

If anyone can think of something I've not tried then I'd really appreciate it?
