ActiveBatch Admin Error - Failed to setup WMI refresh with Job Scheduler on 'servername'

In an ActiveBatch 11.0.2.7990 environment the ActiveBatch Admin console returns an error as soon as I make a request (click on and expand) Job Scheduler node. After this the environment work as it should with the exception that WMI does not work and there are no WMI refreshes to the console.

The error is:

Failed to setup WMI refresh with Job Scheduler on 'servername'
Access is denied. [0x80070005] (COM)

Research on the error code yields a multitude of possibilities but none specific to ActiveBatch. Any help would be appreciated as this makes working in AB painful.
