wamp is failing to start, showing that vcruntime.140.dll is missing

wamp is failing to start , showing that vcruntime.140.dll is missing im trying to set it up on windows server 2008 R2

i've tried all the online solutions, nothing worked

i tried to setup the visual studio c++ redistributable 2015 - 2017 and 2019 all are failing to setup with the below log error :

the below logs shows that there's a missed dll, i've updated the windows and nothing changed
