Unable to start program 'File path' Operation not supported .Unknown Error 0x800700d8

I'm new to programming and using Visual Studio 2017 Community Edition. Whenever I try to "Start Without debugging" I get error messages, e.g.

  Unable to start program 'File path'
  Operation not supported .Unknown Error
  0x800700d8.

Does anyone know what could cause this error and how to resolve it?
