No <entityframework> element in web.config file in ASP.net MVC project

I've been following this tutorial on code-first entity framework in MVC 5 https://docs.microsoft.com/en-us/aspnet/mvc/overview/getting-started/getting-started-with-ef-using-mvc/creating-an-entity-framework-data-model-for-an-asp-net-mvc-application

I got to the part where it says to edit the web.config file as below so that entity framework can use the initialiser class.

However my web.config file doesn't have any entity framework elements. Have I missed something? I've searched many forums but can't seem to find the same issue.

My web.config file is below.

Entity Framework 6.2.0 is installed.

I try to manually add the entityframework elements to my web.config file but get the following error:

Some elements are optional in the web.config. If they are missing, simply add them.
