URL binding failure, no matter what

I have a freshly installed Windows 10 Pro and VS 2017.

When running an old MVC web app that used to be running fine before I reinstalled the OS, I now get the following when trying to run (F5):

The log file is simply one line:

Failed to register URL "http://localhost:52536/" for site "xxx" application "/". Error description: Access is denied. (0x80070005)

I have tried all the suggestions I could find:

  1. netsh http show iplisten shows :: and 0.0.0.0.
  2. I have tried running VS in elevated Administrator mode.
  3. I have cleared Apply server settings to all users (store in project file) (even though this is a TFS controlled project shared by many) and let VS find a new port (but it is still using the original port number).

How do I find out more details on what it is trying to bind to what? How do I fix it?

The major difference I can think of between this freshly installed Windows and the previous one is that now I have Hyper-V enabled.
