i2cdetect not able to detect my sensor HMC5883L on x86 Intel Joule 570x

I have built mainline kernel 5.0-rc7 for 64-bit x86 Intel Joule 570x.

I have connected my sensor (datasheet) with the following connections :

SDA - PIN 31 (J13)
SCL - PIN 33 (J13)
GND - PIN 39 (J12)
VCC - PIN 40 (J12)

I have built my kernel with following configs enabled :

CONFIG_I2C=y
CONFIG_I2C_CHARDEV=y

I am able to get /dev/i2c-0, /dev/i2c-1 and /dev/i2c-2 nodes. However, when I do i2cdetect -r 0 or i2cdetect -r 1 or i2cdetect -r 2, I do not see anything. This is my first time working on i2c. How can i debug this problem. What could be wrong here?
