I get this error when using Azure ServiceBus

I get this Error when I try to publish message to service bus using nuget package Microsoft.Azure.ServiceBus

Project 1 : is .NetStandard2.0 with target framework 4.6.1 and Nuget Microsoft.Azure.ServiceBus

Project 2: References Project1 for sending Messages to ServiceBus.

see the error below I get, this works localy but not on my Server
